I am writing to ask you to repeal Section 31 of the Income Tax Act. This section puts a cap on how much farm loss farmers can claim if they also earn money from another job or business. No other industry faces a limit like this. It is unfair and hurts rural Canadians.

The CD Howe Institute found that Section 31 costs the agricultural sector well over $100 million dollars a year. This is money that could be reinvested in our local economies instead of being sent to Ottawa.

Section 31 discriminates against farming, which is vital to rural communities. Small farms and the rural horse economy feel this impact most.

A study in 2011 showed that horse-related farming activities created 76,000 full-time jobs in Canada, often at modest wages. By 2023, that number had dropped to about 71,000 jobs. This decline shows how tough it is for people in the horse industry, including trainers, stable owners, and others who work in this field. For them, every dollar matters, and Section 31 makes it harder to stay in business.
